You're using the web client which is not p2p (yet?), unlike the desktop app which always works. So the reason why it's faster is that the first provider in the sequence is online (for now). The providers are pubsubprovider.xyz, plebpubsub.live, rannithepleb.com. The client tries to load the captcha with the first, it tries for 10 seconds, if it's not online it goes to plebpubsub, 10 secs, then to ranninthepleb. So if only ranninthepleb is online, it takes at least 20 seconds to get the captcha (maybe it's more than 10secs I don't remember)
